Nineteen of the Russian's twenty-one victories have been earned on hard courts
A resurgent Medvedev claimed his maiden championship for 882 days with victory over Frenchman Moutet in the tournament championship match.
The athlete, a former world number one, has endured a difficult year, achieving just one match at the Grand Slams and undergoing a difficult moment at the US Open.
Medvedev's varied form on the professional circuit - and issues with his service game in especial - caused him exiting of the world's top 10 and finally parting ways with long-time trainer Gilles Cervara.
Currently collaborating with Johansson and Rohan Goetzke, Medvedev has consistently improved in the last few weeks - peaking in a hard-fought 7-5 4-6 6-3 triumph over Frenchman Moutet.
This represents the player's initial title following the Italian tournament and maiden on a hardcourt since spring of 2023.
The win also means the Russian has secured twenty-one victories at twenty-one different tournaments.
"This marks the first occasion I have attended a competition with my children together, so to get a trophy is especially meaningful," said tennis professional Medvedev.
"This victory is in dedication of my child Victoria, because the initial championship I achieved when my older daughter my daughter was delivered was for her."
The athlete, the past champion, had been defeated in his previous six finals, featuring in Halle in the past months.
Medvedev's defensive strategy and recurring outbursts on the tennis court had caused some to wonder if his capacity to play at the elite level was over.
But the 29-year-old has implemented adjustments in the past month, striving to come to the net and compete aggressively, reinforced by an improved serve.
Medvedev recovered from a deficit in the opening set against the tricky opponent, taking 4 of the final five games to gain the advantage.
The pair swapped breaks in the middle set before Moutet, bidding for his initial ATP Tour victory, seized the initiative to create a third set.
He defended four early opportunities in a competitive third set before the Russian broke to 15 to close out the victory.
Appropriately, he earned the win with a shot at the net area, with Moutet failing to handle a return after two hours and 38 minutes.
